Cliff was born on August 11, 1939, the third child born to Thomas and Marie Harvey, Sr. He attended Central Vocational High School, majoring in Business, and graduated in 1959.

During the summer of 1957 he worked in shipping at Barker Greeting Cards on Freeman Avenue. During the summer of 1958, he worked in the office at Delta Fire Equipment on Mellowood Avenue until December 1960.

Cliff joined the United States Army on January 10, 1960 and was assigned as a Medic. He was honorably discharged from active service after six months on June 30, 1960, and entered into the Reserves.

Cliff joined the Cincinnati Police Division on May 22, 1961, in the 39th Recruit Class. He was promoted to Patrolman on August 28, 1961, issued Badge 403, and assigned to District 3 (3201 Warsaw Avenue). On January 1, 1963, he was rotated to District 1 (310 Lincoln Park Drive). He transferred to District 7 (813 Beecher Street) on March 12, 1972. Three years later, he was assigned to the Vice Control Section (222 E. Central Parkway). Eight months later, he transferred to the District 1 Investigative Unit. Officer Harvey retired July 4, 1989 with 32 years of service to his country and community and 59 letters of appreciation and/or commendation, including ten from police chiefs.

Officer Harvey died during the morning of January 1, 2024.

He was predeceased by his wife, Josephine "Joanne" (Petrocelli) Harvey in 2019, by his parents & by 2 siblings, Mary "Sis" Schneider & Thomas Harvey. He is survived by 3 children, Hamilton County Sheriff’s Deputy Jeffrey Harvey (Marty), Cliff Harvey & Janene Sauerwein (Art), by his grandchildren, Tony Harvey (Laura), Crissi Reid (Matt), Lisa Hand (Mike), CJ Harvey, Chad Bowling, Michael Wiedeman (Ginny), & Sarah Dahrens (Rick), by his great grandchildren, Rocco, Roman & Renzo Reid; Ace & Letty Hand & Leo Wiedeman & by many nieces & nephews. 

Friends may join the family for a visitation Sat., Jan. 6, 1 PM until time of FOP  & funeral services at 2 PM at the Dennis George Funeral Home, 44 S. Miami, Cleves, OH  45002. Private inurnment at a later date in Maple Grove Cemetery, Cleves.

In lieu of flowers, memorials may be directed to Queen City Hospice, 4605 Duke Dr., Ste. 220, Mason, OH  45040.
